actually those high rises are indeed meant for public housing. Well as far as the slum dwellers are concerned, government has built rehabilitation buildings in huge numbers for them. But these slum dwellers actually don’t move into them and continue staying in their slums . And yes India does have great suburban areas all over. New Mumbai(where i live!!). And Beta level cities like Noida,Chandigarh, Ghaziabad. Don’t tell me that you wont be impressed by them at first sight!! Cheers!
