NO

Canadians get first chance for jobs in Canada.

Why would we import someone who only has the low level skills to do such a simple job, when there are unemployed Canadians who can fill the position ?

Call centre can be a skilled job. If you look it up on the NOC website at http://www5.hrsdc.gc.ca/NOC-CNP/app/quicksearch.aspx?lc=e&searchkey=call+centre you have the following options:

1213Supervisors, Library, Correspondence and Related Information Clerks
    call centre supervisor
    supervisor, call centre agents

1453Customer Service, Information and Related Clerks
customer service representative – call centre
call centre agent – customer service

    2282User Support Technicians
call centre agent – technical support

Only the 1453, call centre agent is non-skilled. The other ones are considered skilled.

As for occupations under pressure, basically jobs that some provinces have listed as needing people in and made it easier to get a work permit, you have for Alberta at http://www.hrsdc.gc.ca/en/workplaceskills/foreign_workers/oup/abouplist.shtml that they are listing 1453 as a needed occupation, BC at http://www.hrsdc.gc.ca/en/workplaceskills/foreign_workers/oup/bcouplist.shtml is listing 1213 and 1453. Even if the jobs are not under pressure, you can still get a work permit, just takes a bit longer and is dependent on them not finding anybody else. Call centre jobs are not the most popular or best paid so in provinces where there are plenty of other jobs available, it’s hard to get people for this.

If you can qualify for 1213 supervisor or 2282 tech support, you are considered a skilled worker and can qualify for permanent residency, either through a provincial nominee program with the help of your employer or after 2 years of work through Canadian experience class. If you get a job as a 1453 call centre agent which is a low skill job, you can only get a permit for 2 years and then have to leave for 4 months before you can apply again unless your employer can upgrade you to skilled or you can get another job in the meantime and apply to change your permit to a skilled.
